Phytosanitary Certificate

Step1

Exporter submits application and consignment documents

1.1 Exporter or their agent visits Ministry of Agriculture (MoA) permit issuance office to submit application form and consignment documents;

Step2 

Documentary Check and invoice issuance

2.1 Plant Inspector performs a document verification and asses the export cargo after which an invoice is issued to the exporter

Step3

Payment for Phytosanitary certificate by exporter

3.1 Exporter visits a commercial bank to make payment of $50 to the Ministry of Finance account.

3.2 Commercial bank issues exporter with signed and stamped deposit slip

Step4

Payment verification by MoA finance office

4.1 Exporter presents the bank slip to MoA finance office for verification

4.2 MoA finance office representative conduct due diligence on the proof of payment and other consignment documents submitted by exporter

4.2.1 If the payment are verified and complete then exporter is issued with a payment receipt.

4.2.2 If the payments are not verified or they are incomplete, exporter is instructed to make requisite payments

Step5

Export Goods inspection and Clearance by MoA

5.1 MoA sends its officer to inspect the quality of agricultural products at the exporter’s storage facility.

5.1.1 If the goods meet the requirements then they are cleared and exporter proceed to permit issuance office to issues clearance

5.1.2 If the goods do not meet the requirements then the MoA declines to issue certificate

Step6

Phytosanitary Certificate issuance and collection

6.1 Exporter visits the MoA permit issuance office to collect the Phytosanitary certificate.
