Step by step: How to Export Goods through Port of Mogadishu
Learn how to export goods from Somalia to other countries through the Port of Mogadishu. Most of these steps are applicable to every export consignment.

Step 1
Shipping Line Company
- Exporter visits the shipping line company of their choice to; a) Pay for the freight cost; b) Pay for Terminal Handling Charges; c) Obtain Bill of Lading (BoL).

Step 2
Albayrak Assessment Office
- Exporter submits the BoL to the Port Operator’s assessment office.
- Upon receipt of BoL, albayrak’s assessment office confirms export cargo details, documents container number and prepares a commercial invoice

Step 3
Ministry of Finance (MoF) approved Commercial Banks
- The exporter visits one of the approved commercial banks to pay for the commercial invoice into the Port Operator’s account.
- Exporter obtains the payment/deposit slips from the commercial bank

Step 4
Albayrak Finance Office
- Exporter visits the Port Operator’s finance office and submit the commercial invoice payment deposit/payment slip from the bank for verification of payment.
- The deposit slips are verified to determine if all payments have been done
- If the commercial invoice payment is verified and all payments have been done then the it is signed and stamped by Port Operator’s finance office staff
- If there are pending payments then the exporter is given another invoice and proceeds to make payment in a commercial bank.

Step 5
Albayrak Transport Office
- Exporter submits the commercial invoice and BoL to the Port Operator’s transport office so that they can hire a transport vehicle for them
- Transport office liaises with hired transport company and books a vehicle which will be used to transport the cargo from the warehouse to the port.

Step 6
Somalia Chamber of Commerce & Industries
- Exporter visits the Somalia Chamber of Commerce and Industry (SCCI) office to obtain a signed and stamped Certificate of Origin (CO) for the export cargo. They are required to submit the documents listed below and pay for the certificate of origin for its processing and issuance. The documents and information required by SCCI to issue CO include; a) MoCI export permit; b) Commercial invoice; c) Export cargo details and tonnage; d) Name of the exporting company; e) Export destination; f) The country of export.
- Document submitted are reviewed and an invoice issued
- If all the payment are verified then SCCI issues the exporter with Certificate of Origin
- If there are pending documents or payment the trader is advised accordingly

Step 7
Ministry of Livestock/ Ministry of Fisheries
- Exporter submits a request for health certificate to Ministry of Livestock (MoL) accompanied by the following documents a) MoCI export permit/certificate; b) Commercial invoice; c) Export cargo details and tonnage; d) Profile of the exporting company; e) Application letter; f) IDs and passports of the firm owners; g) Export destination.
- Upon assessment and payment of requisite fee, the exporter is issued with a signed and stamped Health Certificate.

Step 8
Ministry of Agriculture
- Exporter submits a request for Phytosanitary certificate to Ministry of Agriculture (MoA) accompanied by the following documents a) MoCI export permit/certificate; b) Commercial invoice; c) Export cargo details and tonnage; d) Profile of the exporting company; e) Application letter; f) IDs and passports of the firm owners; g) Export destination.
- Upon assessment and payment of requisite fee, the exporter is issued with a signed and stamped Phytosanitary Certificate.

Step 9
Somalia Customs
- Exporter visits the customs assessment office and submits their MoCI Export Permit and BoL.
- Customs assessment office assigns a customs officer to each exporter who accompanies them to the container yard or warehouse to; a) Verifies the export cargo based on bill of lading; b) Calculate the export cargo custom tax payable and; c) Prepare a commercial invoice detailing the custom tax payable for the export cargo.
- Exporter takes the commercial invoice to the customs assessment office to obtain permission to proceed to the bank and pay for the commercial invoice. NB: During the cargo verification process, the exporter is required to pay for several official and unofficial payments. Most traders prefer evc-plus to commercial banks

Step 10
Commercial Bank
- Exporter visits a bank and makes payment into the MoF account.
- Exporter obtains the payment/deposit slips from the commercial bank

Step 11
Somalia Central Bank
- The exporter presents the bank deposit slip for the payment of Customs invoice to Somalia Central Bank (SCB).
- SCB confirm that all payments have been made and have hit the MoF account
- If the payments are verified and all payments have been done then SCB issue the exporter with a SCB payment slip to be submitted to customs treasury office by exporter.
- If there are pending payments then the exporter is given another invoice and proceed to make payment in a commercial bank.

Step 12
Customs Treasury Office
- Exporter submits SCB payment slip to the customs treasury office
- Customs treasury office doubles checks the custom tax paid against export cargo
- If all payments have been made then the exporter is issued with a duly signed and stamped export declaration form and a payment certification letter.
- If there are pending payments then trader is advised to make payment

Step 13
Albayrak Gate Pass office
- Exporter submits the following documents to the gate pass office managed by the port operator in order to obtain a gate pass; i. Signed and stamped export declaration form; ii. Payment certification letter; iii. Signed and stamped commercial invoice.
- The accuracy of the documents submitted is verified by the gate pass office.
- If the submitted documents are accurate then exporter is issued with a gate pass.

Step 14
Customs Police
- Exporter submits the gate pass to the custom police to verify the accuracy of custom tax paid against the export cargo.
- If the documents are found to be accurate then customs police sign and stamp the gate pass.

Step 15
Albayrak’s transport office
- The albayrak’s transport office orders the transport vehicle company to send the hired vehicle to pick up the export cargo from the exporters warehouse and transport it to the Port.
- If the export cargo are animals then they are transported to the kraal in the port
- If the export cargo are not animals then they are transported to the dry port storage facility
- The export cargo is the assessed and loaded into the vessel.
